building of calc_powder

Correcting a bug in Format_CIF.f90 (if there is no anisotropic atoms an error in debug mod appeared). Putting explicitly the dimension of lattice translations in the calculation of the function Is_lattice_vec and correcting Get_Multip_Pos for the case of the input vector x being a vector in 3D space instead of a superspace position.

Adding prefix to EoS sub-modules. Putting "implicit none" in each sub-module: it does not propagates from the module. Changing the order of some arguments because Gfortran imposes an additional condition: when the dimension of an array appears explicitly in the arguments of a procedure it must precedes the array.
